You might consider that acronym. The 'IC' in ICBM is for 'InterContinental', as in from one continent to another. The issue with shorter range nuclear weapons is that their flight time is so short that there's no time to disambiguate a false alarm from a real one - which led to the Intermediate-Range Nuclear Forces Treaty (there were other factors, but it resulted in a lower chance of an accidental WWIII from a 'use them all *right now* or lose the ability to use them ever' situation). It was an interesting time as the USSR had no nuclear first strike survivable communication system but instead relied on signal rockets so just like in 'Dr. Strangelove' there was no way for them to recall a strike once one was ordered.
I've been told that the RF hasn't upgraded that system, which seems a bit odd - but that's to the side here...
Also, the line between Europe and Asia is arbitrary. I have one friend who used to commute across the Bhosporus; she lived in Asia and worked in Europe.
