You keep cut-and-pasting this into any discussion about corporations and how they decide to publish or not publish opinions.
Pasting it in more places doesn't make it true.
Cloud providers and social networks are businesses, selling a service. They are free to sell with limiting 'terms of service' (so long as those terms don't break other laws). They are not obligated to continue to provide that service if the ToS is broken. This is very far from them having the power of law over anyone.
Conspiracy theories (and theorists) were around long before the CIA. In fact they were common in the Enlightenment period (one of the outgrowths of that period being the United States itself). If the CIA put a name to it, well, that's all they did.
