Without a single nuke in one of those MIRVs (the other ones working as decoys) this system seems pointless - and Putin seems to have decided that the retalliation for using a nuke would be severe enough that he hasn't given the go-ahead for battlefield nukes - on the *battlefield*. This would be against a population center which would probably prompt an even more severe reaction.
Also, speaking of 'maneuverable'. My understanding as of the late 70s when I shared a house with one of the physicists working on 'Star Wars' (an orbiting anti-missile system using one-shot directed energy weapons powered by fusion explosions) is that both sides had maneuverable MIRVs - even back then.
