not so much "not effective" as "not as effective" because the immune system, once presented with a threat, tends to treat all other similar threats the same, so if there's a variant that can slip by the current immunization (so it's different) might not be different *enough* that the immune system, when presented with this new threat, will produce antigens differing from the ones targeting that previous immunization.
