For anyone wondering, the reason we shouldn't is that the Rus have ICBMs; if they have a false alarm (it's happened) the very short flight time from a neighboring country means they'd need to get those birds launched immediately as it might be a decapitation strike. We need to give them at least a few minutes to be really, really sure.
Their ability to launch effective ICBMS might be degraded (probably is, based on their military performance of late) - but even 1% of what they had would make for a very bad day. Without maintenance (mostly around tritium), fusion weapons degrade - but they degrade into weak-ass fission weapons; they don't turn into complete duds.
