It's unclear who said it. JFK used it, attributing it to Edmund Burke but that seems to be a misattribution - Hannah Arendt said something similar.
Lord Acton is famous for "Power tends to corrupt and absolute power corrupts absolutely." Interesting to me as he was a Catholic in Protestant England - and by 'absolute power' he meant the Pope.
