The real question is if anyone at all can trust Russia to keep to any agreement at all once this war is over. It seems clear that the answer is 'no' - which is going to be a major issue if nuclear disarmament talks ever start again - and even more of one as (nuclear armed!) eastern oblasts break away from the ethnic Russians.
