To be fair, it's not clear that this was Ukranian action. About the only things that argue that it was them is that the bridge is being used for military supplies and the FSB would have avoided also setting a fuel train on fire (and so damaging the rail link, more logistically important than road) - and the blast happened at a time with expected light traffic, and so few casualties. If you look at the 'terrorism' the FSB staged pre-second-Chechen war, it seems they would have considered lots of casualties a feature.
