Ukraine has almost the same demographic problem. It might be too soon to suggest this, but the obvious place to find immigrants that can already speak one of the languages generally spoken in Ukraine is Russian ex-pats. Given the way Russians have been committing war crimes in Ukraine - and that nobody in Russia seemed to care, I think we're going to find more people claiming they left Russia in February than actually did.
(only semi-related but IMO humorous): My dad fought in the European Theater, returned very shot up, nearly lost both an arm and a leg.
My brother got married to a woman who was first-generation German. At the reception at the bride's parents' house, I can hear my dad in the next room (big voice) "Everybody from Germany who was in the war tells me that they were on the Eastern Front - but I know for a fact that somebody was shootin' at me!". I was horrified - but then I realized there was a lot of male belly laughter coming out of that room. Old soldiers bonding, no matter the side they were on.
