I think that could easily be part of the "might". Convince us that you've strongly dissuaded those companies (e.g. charging the CEOs) and we probably won't impose them. As it is, Ergogan is in a tight spot with the Turkish lira collapsing.
OTOH, I'd expect there've alreadly been off-line conversations about this so mentioning the possibility publicly *could* be an indication that Turkey's been a bit recalcitrant about doing whatever dissuading they've been asked to do
