Here's the thing: that was a test to measure short term memory decline. There are multiple kinds of dementia. Most show cognitive decline, others show decline in executive function - which repeating back a random string of words doesn't measure at all.

That said, there's no reason to give someone a test like that unless people think that person has some kind of cognitive issue. And I'm pretty sure Ronald Reagan, particularly in his second term would have flunked it. Puts the Iran-Contra hearings and his refrain of "I really can't remember" in a different light.
