To the extent that the point in F16s is to deny Ukrainian airspace to the RF, there are other ways, notably Patriot batteries. Those are mobile and if and when there's a 'big push', might be used to deny airspace over the conflict.

Bright side is that those batteries are not dependent on airfields.
