So... probably not over the horizon? Having set up comms gear for 'white boats' I can tell you that the altitude of either party (sailboat mast and cell tower in my case) extends the distance a straight-ish line (line of sight) can connect the two. If I'm on the right track here, I'd guess the intention is to put these in AWACS or similar.
