These were naval missiles. Designed to hit moving warships. Consider how accurate they'd have to be to be effective (even if they are Russian). Now consider that the mall was the only place struck. Changing to a non-moving target on land does not make for a more difficult target.

Seems damn deliberate to me. They hit what they intended.
