There's also the time element, as in how long that piece of meat is kept at 'safe' temperature. I haven't seen any research on this, but there might be a parallel in pasteurization - and maybe not as that process is all about single celled critters and parasites are not that.
Imagine if tardigrades were a health issue(!)
