There needs to be a motion passed in the House for an actual impeachment, so, yeah, it's an inquiry - which can be initiated by the oversight committee.

So far, it ain't lookin' good for them. When their key witnesses were asked whether they had information on wrongdoing by President Biden, each responded "No.". I think one had to be remined that they were under oath, but I didn't sit through the entire 6+ hour thing.

They're clearly trying to turn it into another Benghazi investigation. Same motivations.
