There isn't much out there. When the USSR under Stalin took over the city (then named Konigsberg) the then-population was evicted and replaced with 'ethnic Russians'. From that I gather that it's a Russian-speaking enclave bordered by non-Russian-speaking countries and the Baltic.

I would guess that they see themselves as Russians, and that the majority of them tend to vacation in Russian speaking areas.
