The Russians have been using their nukes as propaganda since at least the 60s.
I have to wonder what would have happened if the West responded in kind. For instance, every time Putin or Lavrov made a nuclear threat, the US could respond with a reiteration of the minimum number of MIRVs (or megatonnage) targeting Moscow. Just a reminder of the 'assured destruction' part.
