The problem with solar (or wind, for that matter) is that the costs are all front-loaded. Pay for most of your energy for the next 20 years (solar) or pay as you go (grid). Schools are expensive to build, so towns are looking at multi-million dollar bonds. Increasing that cost by the cost of panels can be a big ask.
