Nice bit of understatement. When in service, it was almost never seen without an ocean-going tug as the powerplant was also one of those 'problems'.
I don't expect them to scrap it as there's some prestige in having an aircraft carrier and I don't think they're capable of constructing another - or more modern carrier-capable fighters (even with the ski jump for take-off, the arrest wire puts an enormous amount of strain on the airframe).
