That's... debatable. Yes, it was used as a rationale for "Europe first", but there's little evidence he was interested in global dominance - just a complete undoing of the Treaty of Versailles, control of Europe, plus 'liebensraum' to expand "the German people". Might there have been colonial expansion into Africa? Almost certainly.

Might there have been an eventual war with the United States? Quite possibly, and it's worth considering the state of nuclear weapons in 1945 - and that the original intended purpose of the weapons developed in New Mexico were for fighting the Nazis.
