As I understand it, in the US forces (maybe all Western ones) "reconnaissance by fire" means shooting at things you're unsure of - this is an interesting inversion of that. Although it's not completely unheard of: for instance, in the Vietnam era there was an air group called the "Wild Weasels" tasked with neutralizing surface-to-air missile installations by first drawing fire.
