Of course he did. What we now call the "Global Order" is a direct outgrowth of the Bretton Woods Accords (US open its markets to other members, protects blue water trade at its own expense). That arrangement was a bribe to keep countries out of the Soviet orbit - later, it was to pry apart the China/Soviet alliance (Nixon may or may not have been a 'crook', but he knew geopolitics).
It worked: The USSR collapsed. No more need for the Accords - but the US was stuck. We needed more petro than we could produce. So, we didn't just back away. And then 9/11 happened and we spent a couple of decades on a War on Terror wild-goose-chase.
Given the low cost of transport and overseas availability of pools of very low cost labor, production steps got spread across the globe. But that's all changing. North America is a net petro energy exporter now. Natural gas is a waste product of extracting shale oil. Production steps are being re-shored back to the Americas. Meanwhile, China is shut down with 'zero covid'. and the RF has lost its Siberian production due to the majors exiting and the western wells don't have pipelines that lead to deep warm-water ports.
