Pretty sure that even pre Pearl Harbor, the Japanese were planning around the resources mismatch. They needed to grab the inner and outer island chains and make them clearly very expensive for the previous colonial powers to retake. The idea was that those powers would find it uneconomic to try to retake them.

But then the Doolittle raid happened, and the Japanese were pushed into overextension. Just IMO - there's ongoing controversy over this.
