If you have Google earth, simply searching for 'kotluban' will get you to the town - facility is a little to the SW. Zoom in. notice the embankments (basically revetments) around each building. These are common anywhere explosives are stored or manufactured, the point being to keep a chain reaction from taking the entire place.
I find myself wondering how a single drone (or a single lit cigarette) did this. From the report, it certainly *sounds* like there was a chain reaction. Maybe the revetments weren't tall enough(?) In the photo, buildings, vehicles, and some kind of poles cast shadows; the revetments cast none - but they don't have vertical walls. Not an analyst, just puzzling it over.
