Oct 7 2023 was Simchat Torah (a Jewish holiday - "a celebration marking the conclusion of the annual cycle of public Torah readings, and the beginning of a new cycle"). No idea if there's a similar Islamic holiday on that day. But I suspect the Israelis saw that holiday as a more important marker than Putin's birthday. The most recent Israeli strike on Iran was on the following Simchat Torah, not Oct 7.
I'm not Jewish (but have friends and neighbors who are) so I'm hazy on Jewish holidays, probably got some of that wrong, but they don't use the same (Gregorian / solar) calendar that we do, so that Simchat Torah was not on Oct 7 2024 (which we'd see as an anniversary).
