Not sure that's true of '45. The US offered the USSR a Marshall plan, but Stalin declined. Unless you mean some other way? They *did* get a lot of materiel leading up to German capitulation...
No question in the 90s - but I'm not sure all the MBAs who came with it made that a net positive.
