But consider that the fusion reaction in an H-bomb is triggered by a fission explosion. I'd agree that they'd mostly be squibs - but the initiating 'pop' is far from no explosion at all.
That said, they wouldn't do much against a facility hardened against an H-bomb attack, so those plus SLBMs would still be able to launch a counter-strike.
A strike launched against by the Rus against the US would result in a response that would devastate the population centers in the RF. I'd expect this to be part of the RF's calculus. The thing I've been puzzling over is the US - with Trump in control of the nuclear 'football' - response to a preemptive nuclear attack on one or more states in Europe. Yes, we're treaty bound to respond - but it's Mr. "I don't care what you did for me in the past, what can you do for me tomorrow?" transactional Trump in control.
