I think you are referring to the theory that when you don't eat carbohydrates, the human body must make glucose (the preferred fuel of the human brain) from proteins and fats you are eating.

I’m not a low-carb proponent, but there is such a thing as ketone metabolism that is used when carbs aren’t available. The brain runs fine on ketones, just like the rest of the body.
