I've definitely read it. One of my undergrad majors was psychology. The pigeons were essentially performing analog to digital conversion. (radar/screen analog to peck-lever digital).

Thinking about using that for a cruise missile... you understand that radar is an 'active' system, making it easy for some other device (pigeon controlled or not) to 'lock on'.
