It's spam. I'd suggest reporting it. To do that, tap the vertical 3 dots, pick 'report', check off 'spam' and optionally 'block this user'. Done.
Oh, and if you think it's Dylan asking you to connect, tap that 'Dylan' and notice 'he' only has a few followers.
That said, attempting to impersonate authors (often using Unicode letters that display like Latin chars but aren't) is an ongoing problem at Medium. I'd love it if one of the potential boxes was 'impersonation' - and that once a staff member concurred they'd have their account cancelled. But if wishes were fishes...
