It's not clear that they're very old, just that the youngest (last ones to get a Sov education) are in their 60s. Combine that with the expected life expectancy of Russian men and you get a very *small* and shrinking group. Yes the USSR at the very end was a gerontrocracy, but that was about the people running the country, not the population as a whole.
