I'm getting the impression you'd prefer the Germans use Putin-sycophant or Putin-apologist, but from your article that's what they seem to be using it to mean. It's an agglutinative language, so lots of smaller words jammed together to make a long one. I'd expect that sometimes the word choice doesn't make sense, so there's no point in dissecting it - you just have to go with general usage.

English, although not agglutinative, has equally absurd mismatches, For instance, 'decimate' means "one in ten" - but it's not used that way, and there's no point in going on about it (although I'll admit to being tempted, but it's English, so where to start...?)
