That's the problem: the filibuster is a Senate rule, and it can only be changed by a majority of senators agreeing to change it. The Dems currently have exactly half the seats, plus the VP's tie-breaker vote; they all need to vote together to pass something - and Joe Manchin isn't on board with changing the filibuster rule.
All the President can do is lobby senators to vote a particular way. They don't work for him, even though we went through four years of Republican legislators acting like they work for Trump.
