I'd argue that Korea is very much a special case. For the first few decades after the war there, the North was considerably more prosperous than the South.

As I understand it, the genetics are much the same on both sides of the border, the phenotypic differences coming from early malnutrition in the North (shorter height). I'd get into what the Western diet is doing to people in the South, but that's to the side here...
