I suspect they're not at all actually afraid of a NATO invasion - NATO is just the 'enemy' used to distract and unify. To be fair, internal US politics used the USSR similarly in the sense that they weren't the threat they were purported to be - just a convenient way to push the military budget. Contrary to Kruschev's claim, it doesn't seem they were 'cranking out missiles like sausages'.
