I suspect there's more to it. The point of using naloxone (AKA Narcan) is to reverse supression of the breathing reflex whan an opiod (usually fentanyl) is used. Using naloxone means they can reliably get you breathing again and 'extubate' (remove the ventilation tube). Gettting them to *not* use naloxone means they're probably using a different general anesthetic.
Not an anaesthesiologist or otherwise medcically trained, just have read about this a bit as how general anasthesia works could be part of the 'hard problem' of consiousness.
