He's made the speech. WaPo article headline: Putin drafts up to 300,000 reservists, backs annexation amid war losses.

From a quick read, he’s mobilizing ‘reservists’. In Russia, that’s every person who’s already served their mandatory military service and is under 65. So pretty much everybody that didn’t have the ‘pull’ to get out of service, which means, on the other side, the elite doesn’t have to worry about their kids getting dragged in.

He also didn’t declare it an actual ‘war’, which I take to mean that these ‘reservists’ might be able to refuse service without a jail term (but I’m guessing here).

Oh, and he’s rattling the nuclear saber again: “with all the means at our disposal” without actually coming out and saying ‘nuclear’. I suspect that that wouldn’t go over well in the RF, particularly city-dwellers in the ‘obvious’ targets of retaliation. And it was Soviet scientists who first discovered that a nuclear exchange would produce a “nuclear winter”.
