I'd consider cost to be difficult to calculate. For instance, if I gave you something I no longer had a use for, that I was going to have to pay to keep in storage and eventually pay to throw away, how much did I give you? Similarly, a lot of the gear that initially went to Ukraine from the US was from stores of systems that the US was probably never going to use as they'd been supplanted by newer versions. The US saved the cost of storage and eventual disposal - but I suspect the declared cost didn't take that into account.
