FWIW refineries need to be 'tailored' to the feedstock (crude oil) being refined. The places they've been selling their crude to (India, China) almost certainly have refineries that are already tailored to Urals crude.

BTW, Urals crude is heavy / sour. Venezuelan crude is also (but heavier and more sour) so I wouldn't rule Venezuelan refineries altogether. BTW the Paraguaná Refinery Complex in Venezuela is the second largest in the world (largest is in India).
