If you look at the work coming out of the Tufts Levin Lab, it seems clear that every cell has, not exactly a mind, but an intent. This is most obvious during development (or during regeneration in creatures that do that) as cells forming structures 'recruit' other cells into that structure - and with no surrounding cells, developing cells turn into something with some organization, but nothing like what you'd expect, for instance, an epithelial cell to do. (google 'xenobot' for details).
