As of 2014, 40% of the world's neodymium came from China, 15% from Russia. Sigh... Unless neodymium is in the giant deposit of 'rare' earths recently found in the far-north part of Sweden.
Rare earths are scandium, yttrium, and the lanthanides - and neodymium is one of the lanthanides, but I haven't seen anything calling it out in specific - and I'm not enough of a geologist to know if they typically are in the same deposits.
Even so, everything I've read indicated about 10 years to get that deposit into production.
