An alternate view: that couple of billion dollars means that the West will start providing equipment for 'top cover'. I'd expect a number more Patriot systems, F-16s, and the USAF and Pentagon might finally settle their dispute over Raptor drones, send some of those as well.
Also, 'antitank missiles' - enemy infantry needs to get within range. Russians lost so many tanks because their tanks didn't have enough infantry cover. And 'precision heavy artillery' - the Russians have a drone issue, a 'kill chain' issue between locating a target and targeting guns (time delay) - and I don't think they have precision artillery of any weight. There could be a lucky shot, assuming they were 'firing for effect' with armor piercing, but I think that's the risk.
