And what, exactly would that global initiative be? It seems to be doing all it can short of a direct confrontation with the invader - and only avoiding that as it might spiral into global thermonuclear war. Agreed that that's 'global', and agreed that it would probably end the war - but it seems a spectacularly bad idea.
