Agreed that the RF has a demographic problem in the number of young men available for conscription. But you're focusing on the tech sector. As I understand it, the tech educational system there (which was, if anything, better than that in the West) fell apart with the collapse of the USSR and hasn't been effectively replaced; the people who were educated in that system are now in their mid 50s or older. Post collapse, there were still good educations to be had - but not for the majority. Given the probable general conscription coming up, it makes sense for anyone of that age (18–60) or with sons to relocate. As far as how much impact that might have, well, Russia was never particularly entrepreneurial. I suspect that’s that’s environmental, probably capital, as plenty of Russians who’ve moved to Israel or the US have started successful businesses).
