Agreed that if the RF uses a 'tactical' nuke, there will be debate as to how to respond. The most certain is a complete shutdown of Nordstream, which seems to be in process now. Beyond that, the most obvious choice is a massive kinetic (non-nuclear) response to all RF forces anywhere in Ukraine, including Donbas.
