Given Durham’s reputation, it’s entirely possible that he’s turned this into a criminal investigation so he can enpanel a grand jury, the point being to remove any reasons to question the inquiry’s findings when it come up with nothing.

OTOH, Durham doesn’t need permission from anyone to begin a criminal investigation — but he does need something beyond ‘an intuition’ meaning actual facts — and I’m waiting to see what those are.
