Agreed.
But if you read the article, the author mentions that staff are moving between ICU and regular floors. Depending on the relative numbers of Covid patients on each kind of floor, that presents a risk to patients - as do unvaccinated staff - particularly if they're testing daily (which the author does not mention).
That said, I'd expect relatively few non-Covid patients on either floor (think about it: would you voluntarily check in to a hospital in a Covid "hot zone"? Unless you had Covid, of course.)
Also, if it was just a matter of "getting a grip", we'd have more people vaccinated. There's more going on there.
