Agreed 100%. The point was that overvaluing now-obsolete weapons systems causes domestic political issues; the out-of-power side can use the enormous sums being 'spent', point to other things that could be spent on. The in-power side is reluctant to dwell on providing obsolete weapons systems for a number of reasons. I would guess the most salient being that war is waste and keeping weapons systems ahead of the rest of the world only slightly less so - opening them up to those same arguments.
