As I understand it, the USSR had (and now probably the RF has) 'escalate to de-escalate' as part of standard doctrine. Using a nuke fits right in here. I'm of mixed opinion as to whether they might go that far (using "they" as Putin can't nuke something without subordinates doing his bidding).
